For ten years, one buyer set prices across much of central Athens: the investor buying a single flat to let short-term. Since 1 January 2025, the freeze on new short-term rental registrations in the three central districts has largely shut that buyer out, and the freeze now runs to 31 December 2026. The market did not empty. It split.
Average asking prices in the centre now run from €2,600 per sq m in Gyzi to €6,100 in Kolonaki, a gap of 2.3 times inside one municipality. Behind each price stands a different buyer, and that is what matters when you sell or buy.
Who is buying where
Kolonaki and Syntagma are bought by Greek families, the diaspora and Golden Visa investors seeking large apartments. Plaka and Thiseio attract heritage and lifestyle buyers of renovated neoclassicals. In Psyrri and Monastiraki, demand comes from hotel and serviced-apartment operators looking for lofts and commercial space to convert. Pangrati and Mets have the deepest owner-occupier demand in the centre: around 60% of buyers are Greek families, the rest Europeans seeking a pied-à-terre of 60–90 sq m. Further out, in Kypseli, Gyzi and Petralona, the buyers are small developers, first-time buyers and long-term landlords.
What we see on the ground
Three patterns repeat in our Athens office. Sellers in the tourist core are waiting months for an offer that would have been realistic in 2024, because their flat is still priced for short-term rental income. Buyers are paying a premium for renovated, ready-to-live-in flats in Pangrati and Mets and walking away from older stock that needs work. And investors are moving outwards, to Petralona, Kypseli and Gyzi, where indicative yields reach 4.5% against 2.8% in Kolonaki and the freeze does not apply.
What it means for you
If you are selling, the first question is no longer "what is my flat worth?" but "who is my buyer now?". The answer differs by street, and it decides the asking price, the marketing and the channel. If you are buying, the premium follows the product, not the postcode: renovated stock holds its value, older stock faces a higher bar. If you are investing, the case for the tourist core now rests on long-term rent or licensed hospitality, while the inner ring offers lower entry prices and higher yields.
